Proposal: Create CROWN Committee
Bonnie's report at the emergency ACM tonight.
Once upon a time Judy was our friend. She was in cohousing for around a year, was contributing community member in good standing, traded massages, nice to have her here.
Judy moved.
In September my unit was empty, Vicky called Bonnie that Judy needed a place to live.
Bonnie didn't want to jump in, since Judy was very upset about her breakup with Phil. Waited a week. Talked about it, still wanted to do it, moved in. Rent $575 plus gas and electricity. Judy said: work with me for first couple months. Borrowed 400 in first month from her sister, cleaned Bonnie's house twice.
November gave Bonnie a check for 575, but called dont put the check through. Then later sent a $400 check, then this second check bounced.
Around Thnaksgiving Judy moved back with Phil.
Called Bonnie: Her daughter Robin needed a place to stay and wanted to live here, could she fill out the lease. Bonnie did not agree to this.
After Thanksgiving Bonnie went to her unit, wondering who was there now. Male voice "we don't want any." Robin comes downstairs, place stinky with cigarette smoke. Bonnie said they had to leave, be out by next day. That was this Monday evening.
Tuesday Judy called, left a message that Robin wants to stay, Robin is going to call.
Robin didn't call, Bonnie talking to JUdy, saying she is going to change keys. Judy: you can't do that, I am saying I am doing it.
Asked Judy to contact Robin, got locksmith here, Hugh met locksmith, Heather and Hans were there too.
Rang and knocked at the unit, no answer.
We didn't have a key of front door. Hugh came into apartment through the balcony door, but there ware people here.
We asked them to leave, they said they had the right to stay.
We called Bonnie, and she called the police, and came.
Police knocked the door, no answer. went into downstairs hallway, called, they responded verbally, Robin came down.
They said to Robin, Judy's lease was terminated. took their names and numbers.
Police cannot get them out, but they filed a police report, and they told the tenants that they had no right to stay.
Place is dirty.
Robin called an hour later, in tears, could not leave. Bonnie said she had to leave, she would store the stuff for her.
At some point the meeting adjourned because Bonnie had to meet the locksmith again.
Robin and her boyfriend were not there, Locksmith re-keyed main door and deck door is now the same keys.
Judyt owes Bonnie $650.
Mike P: If you bounce a check you can get arrested for it, it is a criminal act.
Judy got the utilities in her name but didn't pay anything on it. so the utilities got torned off.
Boxing her stuff up, do you need help with that.
Her sister jennifer came, wanted to see Robin, there was a note at the door.
They still have one vehicle there. Subaru without plates.
The blankets from the upstairs bedroom and food remnants were on the floor, Robin and her boyfriend had slept in CH because apartment was too cold, heat turned off.
All the CH keys are rekeyed, but Hugh forgot to get the interior doors rekeyed, guestroom downstairs, little door under the stairs, etc.
He had to do 11 cylinders, that is not including the 3 interiors, and 2 keys for everyone is together is 250 dollars.
Two doors deadbolt plus latch, on the same door, latch lock does not offer security, can be left out next time.
Looking ahead, what are your thoughts in terms of next attempt at renting. help from us?
Empty until I sell it. Unless someone really suitable turns up.
Mike P: I would like to have Judy and Phil come and answer to the comminity, thjeir behavior is outrageous.
If you do small claims court you can add the costs of the keys.
Banging around at 3 am.
Heather wants to thank you for that.
My impressions of these folks: they are barely able to get out of bed. There is drugs and alcohol involved.
Let Kay take the camera so that we have evidence what the place looked like.
Send the garbage home too.
This is the only ACM in November, second half of today will be clearing meeting, and also the ACM on Dec 13 will be a clearing meeting.
We started the meeting with reading the values.
Then report about short conversation with Noorda that happened just before the meeting. Hans gave him notice that he thought the trench they were digging was on his property (South field). Noorda then re-dug the trench closer to his garage, but probably still on Hans's property.
Laraine: tonight is open Utah dance at social hall.
Who is staying upstairs in the room? This is Lori, who was part of the original WaCoHo. She contacted Hans and is staying there for a week, today last day.
Treat it as a proposal, we want to decide whether yes this is something we want. Cost $200 for the materials.
Will go roughly same place as the present sign, cut out of metal, metal backing to reflect back, or maybe black backing.
Mike P: shall we use the word community, or too long?
Michelle likes the design. would it be better to make both signs (East and West entrance) at the same time?
Steven H. make the other sign perhaps a little smaller.
Decided to change the wording to: Wasatch Commons A Cohousing Community
Good idea, everybody acclaimed.
Kevin: background should have lots of contrast,
Sign design approved with change of wording. Second line would be smaller letters.
Community left it up to Steve whether it is a good idea to make a second sign or not.
Steven empowered to do the sign.
Kids meeting: brief meeting after the ACM.
Tree removal and trimming. Mike A talked to Noorda this morning, he says he is not doing anything until Spring time.
Covering of ther rain gutters: Stacked unit finished, most of duplex finished, continuing today and Monday, and Tuesday.
East side parking safety: nobody is here. Planters for Cheyenne side. Mary is supposed to be working on two planters here. Even if she does not have a chance to plant them we should try to put them in place, because Winter is the main time when we get cars going through the pathway.
Safety: extra lights on East side. Hugh and Kevin. Lights on exterior of Heather and George's unit and Mike and Vicky's unit. They have an exterior light on top of the door already, which is not very necessry since there are street lights already.
Easist way to plug into these units. rebate for electricity, swap out the fixture into a motion sensor spot light combination.
Motion range would be efficient. if someone parks right in front of the motion sensor, that might block the motion sensing. We should discourage van owners from parking right there.
Mike A: my car is at the very end.
Someone: corner of Garage and workshop would be a perfect place. But the light that is already there is on North side.
The fact that a whole lot of cars are lit up is by itself already a deterrent.
Mike P talked to Myste, Jen regarding safety issue. Jen would like to be included in bid for carport.
Difficult to get contractors. There will be double doors for Myste and Lori's unit, so that they don't have to walk around but can load from both sides. Vivian and Jennifer are end units, no problem there.
Met Sunday, decided to have only committee meetings for now, no kids activities. Want to alternate meeting days so that those who can't make it Sundays can come too. Sunday Nov 16 5 pm for budget.
Kay: new policy: someone has to be there to tell the trucks where to go. Amy said she will be available.
Would people want a load for the south field? Yes. Out South neighbor is not letting us to drive across his land, therefore we have to get the bags maybe on george and Heather's backyard.
Gwen will cut some plants falling over the path.
Retreat end of january, process would like to see that the clearing meetings work towards the January retreat.
Process is floundering, you don't have to be on process committee to be facilitating (like Laraine did). This is not the official committee report but Heather's thinking.
process is returning to meeting on Sundays. If someone wants to step in. Meeting at 3pm Sundays.
Traditionally there has been a thanksgiving meal. Gwen is going to do it. Wim wants to do the turkey, in the Belgian fashion. It is fantasitc, but it does not have the traditional stuffing.
Vivian will do the signup sheet.
The two musicians at remembrance gathering are coming, also Martin from the Salt Lake City Sinfony.
Don't just come and eat and leave, cleanup together.
Steve's Thursday dinners: if that is something people enjoy then we continue it.
I try to make the biggest meal for the amount of money that we have. When people don't show up or cancel. I already bought the food. make arrangements for the plate.
If you have signed up you have to pay whether or not you are eating.
If you haven't signed up but want to come, perhaps I can sell the meal of the no-shows.
Steve likes to take home the leftovers and not charge the community.
Look at your mealcard and see where you are at. Buy a new mealcard.
Whatever reason you have for not participating in dining, let us know.
Linda got permission to charge only $3 when her daughters come over.
Sat November 15 Community council.
The house has been sold.
Lynne's car was broken into, window smashed. They wanted to steal the car but gave up quickly. Didn't even look in glove compartment.
We need replacement for Bonnie on Crown Committee. Lori: we are working on it.
Crown Liaison person for management: Jennifer volunteered.
We have begun the process of forming the budget for 2003. Want to be done with it by Dec 11th or so. If people will be thinking about money you need in your committees, What works. More parties, a hot tub?
Management does the best job we can. The more info we have the better job we an do.
Phone list: last computer copy got lost. Heather will hang one up, some info is lost, please update it again.
Extended checkin, addressing your feeling where you are in relation to the community. No notes taken.
Vaughn: Fence on South side will be started on Tuesday. Joanne and Vaughn and Helen.
George: There is now a clothesline.
Green Party of Utah has film festival today.
Vicky: Michael Clara has reserved CH on Monday, therefore there is no potluck on Monday.
Hugh: On Tuesday 5 pm Canoe Ride starts at Raging Waters at Jordan River.
Linda: (1) please help yourselves to stuff in garden. If someone wants green beans, pick yourself. Have gone beyond best stages.
Gwen: if you use the sitting room in CH and rearrange it, please arrange it back. Kitchen was total disaster. Potato chip bags, pretzel bags, glasses, etc. Respect our common house.
Kids room is off limits right now.
Loft is up. Next Workparty on 23rd.
Can crusher has been installed.
If you haven't signed release form, are on the table. There are rumors that we haven's seen much of our film maker lately because she has fallen in love.
Mike W.: Lori, Mary, Kay, and Mike W met on Sunday and we talked about 2 connected things:
(1) Kids forts, and things that are in the forts that some people consider garbage/eyesores and others don't.
Main fort Northern side of Wild space, Northern side of walking path. Kids were kicked out from one place to the next, then they started squatting on other areas, like Southern side of walking path.
Use of Wild Space, untouchable. Disappointed when I saw the stones going into the path, timber on the side of the path.
Mary and Stan took mattress out of the kids fort and threw it into the dumpster.
The only difference between the kids' use and the adults' use of the wild space is a matter of power. To Mike this is what this is about.
Lori: Keep that fort on the north side of the path. Please no one touch the kids' things, until we discuss this. Kevin, Lori's son, is very proud of his fort, but does not feel like it is respected.
Put on notice to be thinking about; what does the wild space mean to me, what should the kids be allowed to do in it?
Lynda: if there is a moratorium on touching children's forts, is there also a moratorium on more landscaping? It has changed so much, does not feel like a wild space any more.
Someone: Mary and Kay agreed to that moratorium.
Michelle: wary on speaking on Stan's behalf.
Lynda: he has done so much, it looks so much better. He told Kayne to cut that stupid stump down before we left for Texas.
Gwen: There is another piece to this too: A bunch of the kids made a pact to build "the" half pipe. Repair and fix it, Got tools for it from everywhere.
They got one of the new workshop keys and removed several shovels and picks, If it gets more lenient they will use the power tools and hurt themselves. Reaching one arm in and getting a shovel out is not acceptable.
I heard rumors they were going to build a halfpipe in the middle of the wildspace.
Parents should be aware what the kids are doing.
Heather: kids went around and asked many people for keys.
Lynda: asked to be on parents committee because of grandchildren. Parents involved in parents committee had better process.
Mike: found goggles in wild space, i.e., kids were in the workshop. Act of pulling a shovel is dangerous too. six of them can fall down on you.
Mike A: We don't want junk in wildspace.
Heather: if Stan is not here until October, can we keep moratorium on wild space and wait until Stan comes back?
Is it urgent? It was sitting out there for 5 years, we can wait for another 2 months.
Next clearing meeting on property issues.
George: I am missing an axe if someone sees one.
Kayne may have it.
talked about more plastic cans for recycling area. Naomi and I have plans for the hallway. Naomi is not on the committee.
Heather: we are tryiing to do something different with bed and second guestroom/bathroom.
Two big project: Clothesline, and all the trim painted, including vinyl siding on all corner windows that need scraping and painting. Mike has done a lot, Kevin has done a lot. Kayne is working on it too.
September 3rd weekend workparty progress on painting, everybody get their ground floor corner window scraped, painted, and ready for vinyl siding.
Lori: if I don't want vinyl, can I do this? George: you won't notice.
Mike: Swamp cooler in CH is more complicated than it seems, has three small leaks.
Vaughn: Street cleanup coming week on August 25th. Was announced at Glendale community council. Plus we did get a letter from the city that the cleanup is coming. Linda has the letter.
Weekend before: Aug 23rd we need a workparty to get all the limbs out on the street. If he have a whole bunch of us it will not take long.
Shall we also get rid of old cabinets in craftsroom?
Gwen: I will commit for winter to paint them if someone hangs them up. Michelle will help.
Naomi has done some research on insurance. She sent an email out but apparently not to everyone.
If we are hiring day-workers we should get workers's compensation coverage, this is a suggestion.
We are looking for replacement for Bonnie. Bylaws state that current management members would elect a replacement. We are looking for a volunteer.
Someone who has already served might finish off Bonnie's term, or someone new who would stay on in January. Come to the meeting Wednesday in CH 7 pm.
There was a sizeable discussion about sale of units, number of renters, number of units owned by one person. That is an issue. To get Faenny May underwriting for isurance you cannot have more than 10 percent of the units owned by one unit. It came up, it is an issue which people have, do not discuss it here.
Neighborhood kids on our property are covered by homeowners insurance. If they use particular equipment we can ask the parents to sign waivers.
Working on Guidelines about kids access to CH, basically for liability issues we make cutoff of 21. Nobody under 21 can have unsupervised access to CH. For instance if Taylor wants to practice the piano. That would not mean they get their own key. Parents committee is going to shape this and bring this to the whole community. Reason is alcohol in kitchen, liability.
Joanne did meet with process. Sometimes we have been doubling up efforts between coordinating and process committee. Figuring out what coordinating role is, and what process role is.
We need more people in facilitation pool.
Agenda item: had planned to do a fall retreat. One possibility would be: insted of having big sessions have some fun together, go up to lava hotsprings. But people want to process things in a retreat.
Issue about homeownership will come up in the future. It is a clearing issue, philosophical discussion. Clearing issue, If you have concerns about this, take them to coordinating or process, or take them to storage bin.
In recent tours nobody came.
Bonnie's unit 1 available, she prefers to sell it, and Coleen Shino's Selling price on 1 is 95, Coleen's 146. Coleen has never said she wanted to rent at all.
Vicky: If anybody would like to help with the tours, if you like to meet new people, in the Fall it will be 1 pm on Saturdays, and third Wed 5 pm. Same as ACMs. If anybody wants to help, easy thing to do, appreciate help with that.
Michelle: Standardized list of tasks, is very cvery detaled, wanted to make it useful.
Hether: we have the signs, now decide where to put them. Where do people want them?
Signs read: Reserved for Wasatch Commons Residents and Guests.
There was a safety central path committee. They made a proposal to make the community safer in Spring time when the new houses were coming up. Anticipating much more traffic.
George: place signs on Mouth of each driveway?
Siugns look like they are designed for being put in front of a parking spot.
Mike A.: Thursday birthday party. Come into the parking lot, cannot park. I live there.
If we have guests we should tell them: please park on Utah street.
Heather: the faded outdoor banners were designed to be outdoor bonners, Should not fade in 2 months. Want to take them back and get our 80 dollars back.
Vaughn: do people feel like we have a probloem on Cheyenne? No. Therefore put both signs on Utah Street side. One on either side on the drive?
Wim: put them only on the right side?
Vicky: do the present signs feel too crowded to you?
We want a nice permanent sign on both sides, which would say: Wasatch Commons. Was one of our original intentions.
If someone has the energy to take up the project.
Vicky: approached Steven if he would want to design it, pulled back on that when they were going to leave.
Steven, are you interested in that project again?
StevenL yes, I can try to think of something.
Linda: is that something you have time and energy to address?
If people are interested in that project they should talk to Steve.
Michelle would be a good resource.
Mike A: visitors cannot find Wasatch Commons.
The present signs are temporary.
Someone: could Dan put the signs in again? Did a good job last time.
Heather: we spent a lot of time hashiing through things with each other in past retreats. Having a change of scenery, meet same people in different environment.
Two day long retreats, actually the last one was a more prolonged process.
Which kind of retreat do you want?
Gween: I'd like to do something close. If you take it off somewhere not everybody can come. Maybe camp K again? There were a few outside people involved, but not into our personal stuff.
Vicky: two retreats a year: fall and winter retreat, set a date, always every year, pick some long weekend.
Joanne: Vicky and I went down to price sheds, have pictures.
Idea is to take stuff out of the garage and put into garden, so people can use it better.
Garage can be used as garage.
Would be 1500 dollars.
Rototillers, wheelbarrows.
10 x 10 shed, can have shelves built in.
Comes with its own floor, all we have to do is level the ground.
Heather: yes, they have locks.
Hugh: 10 x 10 may not large enough. 10 x 16 is $2200. Would be worth laying something out in the parking lot, also lay it out where we want to put it.
How is it installed? They bring it and we need to clear a spot and level it.
Hugh: Someone gave me the name of a towing company if we want to buy a used one.
Mike A: Have we looked at other firms, toughshed, Gwen: Home depot, Lowe's, there have been cost comparisons.
We have 10 percent discount, is son in law.
George: great idea, people need to use the garage, we have tools that we cannot use in wood workshop because of sparks.
(1) Do we want one?
Storage is one of our major isssues to spend our money on.
Mike A; If we don't do that it is a broken promise. There is a floor below which we should not go.
We have a woodshop, but not a workshop.
Heather: the way you are phrasing it is an insult. There is sometimes stagnation, that happens. But none of us are trying to be recalcitrant about it.
Mike A: Just an observation I made.
Linda: you cannot force the community to do things. The only way that things happen is that we work together.
Hans: we should find a solution for the bicycles in garage. Whatever storage space there is, it will be full.
Is there a possibility to rent Mary's shed?
Steve: is there a chance of building another building for garden tools, that would match the existing buildings?
Gwen: We moved the bikes into the garage because they were on the porches, just for the winter. Building a bike storage, place to park the bikes, has been our plan.
(2) We always wanted to build individual storage sheds, by the carport, such a daunting task to deal with.
Kevin and Gwen know about bike stuff.
Mike Polacek has done work about individual storage unikts.
As to garden shed, never talked about having it match.
These small storage units do not require building permits.
Permit for larger structure, since built with conditional use permit. Everything that changes this must go to planning commission.
Do we want a shed? All consensed, Hans stands aside.
Do we have the money? We addressed CH and major landscape pieces. We jsut got 2500 dollar deposit back, we have not spent fully our annual budget. In other words, yes we have the money.
If we have tools that don't fit into the shed we can get rid of them. No, we may want to get more tools, like a pressure washer. Use Hugh's idea, lay it out in parking lot and see if all the tools fit, buy it bigger than we think we need now.
Michelle: go the other way round, see what seems best size. Need a space, must be such that the truck can deliver it.
Cap $ 3000, but even make the cap higher?
Committee would design the interior.
No cap at all, what size we need.
Cap only so that the committee does not have to come back to the group.
If we get a kit instead? The kits will not save much money, and then we have to work two days to save $200. Gwen is opposed.
Hugh, Joanne, Lynda, George should be on committee.
Call on the rest of us for the work.
Cap 3500.
Nobody object?
Does this include shelving?
Consensedat 4000 one stand-aside (I think it was Vicky.)
Don't hesitate to call for assistance.
Before Winter?
Linda: Lately there has been a lot of drama going on, polarized, keeping people apart. I would like to close by thinking of ways of being supportive of each other without bearing heavily on other people's lives.
Heather: be honest about what is mine and what is not mine. Being able to talk to people, drama is minimized.
Vicky: point out the positive, yes there has been a lot of drama, but we are deealing better with it.
We should acknowledge that email did not fester long either, Email on Wed, they met on Sunday.
George: we are like mountain climbers always looking ahead how much still needs to be done. We don; t stop and look around how much we have accomplished.
Gwen: first we always had the sense of urgency, missing a lot where we are with each other. Dropping the sense of urgency.
We are learning.
Vaughn: I will make dorgy available on the front porch, just look into his eyes.
Joanne: Theory of mediocricy: one place isn't any more special than any other, nobody is special.
Michelle: I haven't noticed any drama around here. I really appreciate the honesty and stuff. Keep it up.
Mike A; We will never get rid of drama, since we are all human beings. Community is alwaqys going to be difficult. Allow for drama. We are not saying things perfectly, not express ourselves perfectly. If we care about one another, this is the important thing.
Linda: One piece that I can do is trying to be forgiving, tolerant.
And let's give Steve H a big welcome back!
<Heather took load of giveaway to Crossroads, will do it once a month if people will follow guidelines. (Gwen & Wim) The intention all along has been to have the community connected. Hans wired each home for community network, with Paul & Scott. Some of the lines got cut (probably four). Hans & Wim have been testing connections. A lot of work will be needed to get all units reconnected. Might be able to trace from where wire goes into building.
Hans is sharing a DSL like with the triplex neighbors. Gwen & Wim are sharing a DSL line with Linda, and Mary & Kay. It is also connected in the common house, temporarily. Asking if community will pay share for connection in c.h. 640 K bandwidth guaranteed, Wim has put up firewall. Cost would be $9.23 per household per year. Could be from community budget or paid individually. Could treat it as a c.h. utility. Q. Scheduling time, kids' access? Room is locked; half dozen households have their own lines. Allows people without a computer to have email, movie reviews, ordering pizza, find info, rregister car, check bank acct, pay bills. We could have an email address for the community. Useful even for household's with own connection, for second person, or printer & cd writer on that computer. Minimal cost. Even if have own connection, members still express willingness to pay.
Consensed. Would still like lines reconnected.
Mike & Vicky putting polyrethane on kids signs, Dan will put up. Joanne looking for stencils, Kay ordering metal signs.
Kevin will be working with Cha, then need adults. Afternoon project to get framed up, work party.

~$1,000 for residential Neptune, $150 for extended warrantee, 7 years parts & labor. Questionnable if would be honored; if too many service calls might refund warrantee price.
(Bonnie) Does the community want Mgt to make the decision? Mgt discussed options for other payment systems, out of monthly fees or other system.
Decision, let Mgt decide on washer, anyone with ideas on payment system attend Mgt meeting.
John Noorda has offered his, so no longer a time-sensitive issue. Naomi objects to use of riding mower even if a gift. Shouldn't be a problem with grass if drip/hand watered. Vaughn is hand watering. Mary's field is not watered at all, still needs mowing several times. (Gwen) Need to discuss how a riding mower fits into big picture. Needs more discussion. Kevin will check mower.
Market Square has them for $10. Carol will purchase and install.
(Kay) Mostly repaired.

CROWN is a 15 year lease to own housing opportunity using low income housing tax credit and several grant moneys. Gives opportunity for low-income families have Americasn dream of owning their home.
They are offering certain classes.
Vivian: What happens at year 15?
Typically, we carry the mortgage. At year 15 the home becomes saleable, (at market rate minus the accrued equity on these mortgages? Hans is guessing here.)
Total cost of Wasatch Crown units were 86,000 to 92,000, one 143,000: Their price will be around 60 - 65,000 dollars.
At year 15 you may be able to get first-time home owners mortgage rates or whatever you can qualify for to finance this purchase. (A first-time homebuyer is one who hasn't owned a home within 3 years.)
Crown inception was 1993, none of the programs has reached year 15 yet. 191 homes in Utah.
You cannot buy your home before 15 years.
Resale is governed by a deed restriction: only realize equity accrued during the time they have occupied the home.
Maintenace: who is responsible for what.
Typically crown tenants should act as if they owned the homes.
They have a capital replacement reserve: 25 dollars from every monthly payment goes into this. We can request to tap into this.
Crown started here at Utah. Hugh's brother Steve Graham kind of invented it.
Vital replacement used for landscaping.
AJ's direct tel number is 325-0505.
Amy T: Trellis is probably going to be more than 400 dollars.
Hugh: Painting on the sidewalk, how this is going to look.
Use planters? Hard to place them on the East end.
Heather: rather than putting the money into the trellis, we shoulkd use permanent signs.
Someone: Looks like the trellis idea should be reconsidered.
Not too many children playing signs!
Do we have consnsus on moving ahead with the rest of that?
Signs for bicycles to slow down? Someone argued we should concentrate on motorized vehicles. Bicycles is more an issue how we relate to our neighbors and present ourselves to the neighborhood.
Instead of trying to micromanage it was decided to empower the committee to continue its work and to integrate the ideas and information provided in the discussion.
Mike: despite nitpicking we really apreciate your work!
Jen: we as parents committee have been trying for so long to make this a welcome place. Lots of interacion with the kids to draw this plan.
TV and Play station, does this need additional wiring? Tucked away up there.
Adult supervising the climbing wall? There will be bean bags etc.
Kids participation in this is up to the parents discretion.
Liability form?
Waiver form for non-residents. Homeowners who allow us to go forward will have a hard time suing Wasatch Commons.
Someone: People already watch too much TV. Answer: the TV is more for watching videos. If you want kids to hang out here, this is a component of their culture.
Mike W: Who monitors how violent the games will be?
Bonnie: this is a kid heaven, wonderful, but not without need for supervision.
As part of this we need a plan how to supervise it.
So you think a parent needs to be in the room all the time?
I don't want to lay a rule out, requires longer discussion in parents committee.
Lofts will have railings. Each of the classrooms in OC has lofts.
If we don't offer them something like this, we risk having kids completely separate from the parents.
Proposal was approved: no blocks, no stand asides. Go ahead, with caveat that supervision needs to be looked at.
Mike: 1 yr renewal for truck insurance.
Expenses 1300 dollars: 900 insurance, 365 repairs and towing.
Income $90, 50 cents per mile.
Wim: it will be cheaper to rent a truck.
Mike W is one of the main users, but a couple of times, other people asked Mike to drive it.
Christmas tree shopping saved community 150 bucks.
Can we save insurance custs by cutting the number of people on the insurance? Those who know they are not going to use it should opt out?
Vaughn: I am insuring the Tree Utah truck, only $500 per year. We have made this very expensive by being so upfront with the insurance company.
Naomi: after Coleen moves out we will have to use it for recycling. This is a valuable use for that truck.
Jon: haw about the age of the vehicle, I am foreseeing some big costs.
Kay: 50 cents a mile is a deterrent for me. Was considering a round trip to Ogden, but 40 dollars is a deterrent.
Decision: in the future we will not charge anything for mileage, only fill it up, try to get insurance lowered, and see how it works.
Consensus that we buy can crusher. Many of the other items on the list require proposals.
Community approved Kay's purchase of an overhead opaque projector on e-bay.
Happy birthday to Kellie!
Carrie is getting married Oct 11 First Unitarian church.
Tomorrow 3 pm fundraiser for the Green 7.
Steve leaving May 23 until August 7. Steve's friend James, the car mechanic, is going to live in Steve's house. Incredible cook and gardener.
Laraine is still looking for a room mate.
May 17 Steve's dancing debut, Virginia Tanner adult dance class. Don't go on May 17.
Michael and Bailey want to make a teen party. April 26.
Kelley's birthday will be celebrated on ACM on the 23rd, no other birthday celebrations this month.
Mayday celebration on May 2nd or 3rd perhaps, a maypoloe dance, celebrating the potluck.
Dining has monthly cooking and freezing, 5 meals in the freezer in the messy craft room.
Reimbursements over $20 must fill out a form. If a committee wants to spend over 20 dollar we need two people to sign it. As long as it is within the budget.
We might be getting a letter from the city to put in a sidewalk and curb and gutter. This would be 9-12,000 dollars just for curb and gutters, for 440 linear feet. But Mike P. and Kevin may possibly have lower estimates.
Crown committee is meeting with crown tenants (twice so far). Get better understanding of relationship with Utah housing and American Express, Report is due April 30.
On April 23rd J Anderson is going to come to the ACM, give overview of the project and How our project is unique.
Sarah has rented a house, she is taking her computer, and the CH printer is hers.
Steve wants to make a fundraiser for the classroom of the Utah University West Side House. Steve is going to teach there. West side is incredibly underrepresented at the U. Since they don't have room for larger events, wants to use CH for fundraiser.
20 surveys were returned.
Although we are getting our bond back, BLAST is not yet done. We need a system for landscaping. Create work teams?
Since there only 5 minutes left for this discussion we chos one item to to talk about: Number 2: Make the path safe.
Decision about 2: Think about barriers on both ends. Even with those bricks there, cars come in. Mike W. proposed to make boxes on wheels, which holds big planters.
Regular street signs? The "stop for children" sign sends the wrong message. People think: obviously this is a driveway because there are stop signs.
Locks on the wheels.
Things must be big to represent a clear barrier. Cars Drive around the basketball hoop.
Signs: emergency vehicles only. Planters which have that sign on the side?
Vicky: by next ACM a plan of the plan, presented, approved, and done. Vicky, Mary, Joanne, Kellie will be on the committee. Get those barriers up as soon as possible.
Coordination committee will make recommendations for specific goals.
Between May 1st and May 23rd, Stevbe S is willing to cook for an outreach party, perhaps eat on the central path way. Do we need an ad hoc outreach committee?
These are primarily hispanic tenants!
Heather: on the 27th George and Heather's brunch, invite the neighbors.
Need Established guideline for sponsorship of gardening areas.
Greenhouse?
General grounds cleanup on North side.
Distributing work fairly.
How do we distribute all the work.
Some people hate particular things, others love to do particular things, shall we all rotate through?
Would BLAST be willing to continue as general landscapoe committee?
Committee to provide oversight etc.
Jean: there is more work than there are able-bodied people. Physical ailments, Some work must be hired out.
Jon: feels overwhelming. Prioritize, what can we hire out, what can we do as a community.
Dan: I would be willing to help, don't know much about the system.
Laraine: very large yard with lots of plants, carpal tunnel when pulling weeds, and I love work parties. When I look at this list it makes me anxious. Sponsored areas seems to make it possibly manageable.
Someone: We should contact Laird and tell him we got the bond back.
Kevin: list seems daunting, Pragmatically it breaks out as follows: certain things involve tools or technical knowledge we don't have. Outsource these things to competitive bidders, make a push in Spring and one in Fall. Irrigation and arbor work come to mind.
Weed control and lawn maintenance: outsource it to the kids.
We do a good job of snow shoveling, but outsource the drain cleaning.
Then it seems manageable.
Bonnie: Oversight committee: priorities, final decision about outsourcing.
Everyone participating on some level. Starts with own space.
Separate from the work teams, expectation that everyone is involved on some level.
Wild space: think about some organization this year.
Hugh: doing work in a particular area, adopting areas, is manageable. Doing work beyond your own area is hard to do. Should look into the reality of hiring out this kind of work. Work paries is a good way to get things done.
Steve H. Map would help me visualize all the areas, what is common area or not, what is sponsored. Finding the time to do stuff is hard for me.
Mary: we have 5 acres of area, and are trying to deal with it with backyard haousehold tools. Need bigger professional equipment. Professional quality big edger, chipper, etc., so that we have what we need to work smarter not harder. What went wrong with communism: big areas are not producing, but individual yards are. Sponsored area is the way to go. If it is the love of a person's heart.
Vicky: we need a system. Lots of people willing to do the work, contributre to landscaping, but don't know what to do. Simple task: Every week one day 10-2 we do one of the households, everybody shows up, to help with area around the house gets attention.
Bigger areas, far away areas, hire them out.
Irrigation and trees need help. Dead trees in wild area are a safety issue.
Parent committee involve kids. both Bailey and Mike want to mow lawns.
Priority: trees, we want more trees on West side, let's get them.
Hans: I like to go out in the garden and get a workout, workparties are great, don't understand anything about landscaping and don't want to learn it.
Vicky: collect education box tops and Campbell Soup, old printer cartridges, old cell phones, for OC school.
Judy: University House donated to University Neighborhood partners 1060 S 900 West Inviting whole West Side Community April 4th 3-6:30, 4-4:30
Kay has agreed to become our community insurance expert.
We need gutters for workshop, Decided to get galvanized ones.
Heather: letter to Chris Harris was sent with return receipt.
Could people adopt bulletin boards for advertising our vacancies: Oasis cafe, Dancing Cranes, Hugh: Kirkam's Sorensen Center, need someone for University.
Bonnie presents it: has been looked at and thought about by Management Committee. Bonnier wrote it, it is her ideas.
A.J. Anderson is giving a refresher seminar about Crown, for those interested in Crown. Bonnie thinks that we should all attend that seminar.
Who would actually do the paperwork: responsibility belongs to the Crown tenants. Probably first year etc. fair amount of support from community members who have done it. Committee of 3, with one of the members someone just learning, not knowing much about it. What does the Utah Housing Committee think about it? Answer: Crown here is very different from most other CROWN programs, they were very impressed with how we are running it. They know about our plans and have no objections.
What do the CROWN people think about it? Lori says that 3 people would be too many; she is concerned about privacy. Committee has the potential of more privacy than the present system.
What if certain things are not being filed properly, who bears the consequences? We have been late on things in the past. I would like as part of the process get a system going, checks that everything gets done, because it is fairly predictable.
It will help us to make better decisions.
: Only 11 years to go. Everybody would bear the costs. community could lose the funding, those who live there abviously affected.
Have gone back and forth on the idea. One thing is privacy, part of the management of CROWN is verifying people's incomes. You cannot file these forms without knowing that information. So far only a few people have had access. We would really need to feel comfortable with knowing this information among those people, and also secure that they are careful about that information. If it is not like landscape where you float in and out. You are dealing with very private, privileged information, and if you deal with it improperly. You might have to have security clearance on that committee. Certain committees people go in and out, There should be more continuity in the CROWN committee, more similar to management committee. There also needs to be someone on the committee who knows the procedures, and somebody who is on management.
Clarifying question: would crown members have a voice who would be on the committee.
Who wants to do it? Members: Mary, Bonnie, Hugh, Mike P.
All Crown tenants are involved, plus we need 3 homeowners. Eventually crown residents themselves will be the experts and will do all the work themselves.
Straw vote in favor.
Lori to work with Bonnie to make some revisions.
Next business ACM is only week and half away.
Lists committees and community members.
Each committee should come up with a one-line description what that committee does.
Where to post it? Coordinationg willl decide where to post those.
Issues involved: Getting the bikes out of the garage so that we can use it for car repairs, tools, garden tools, bikes, and regular storage units.
Would the coordinating committee consider coming up with goals for the year? These are the priorities.
Gasoline fumes are rising into yoga space: raises the issue of storage of chemicals.
It does make sense to have chemicdals stored in the workshop, but it does not make sense to have exercise and yoga in the same premise.
Priorities: storage seems to be popping up on email etc., must be a priority.
Annual wishlist is not a workable solution.
If something is important then those people will drive that discussion.
Coordinating committee cannot do it without community energy behind it.
For community as a whole, landscaping, common house, and storage units, have been consensed.
How do we get beyond where we are now?
Twice we got bids, and community has decided it was too expensive. It is only going to be more expensive. We need to know now what the community is willing to pay, otherwise we are going to come to the same point.
Think about it different.
Naomi sent a message, She is concerned about a solid wall of storage, then you can't see into the parking lot. Question regarding Naomi's concern: if we pull our cars into the parking spaces with our lights beaming into these units, how do you feel having no protection or buffer?
For any structure that we build outside the greenhouse and the storqage sheds, we would have to go back to SLC planning. We would need permission to build.
Do you also need a permission for purchasing a pre-fab shed? Answer: there is a minimum size, 10 x 10 or 12 x 12. Anything less than that you can do whatever.
To go ahead on storage we should distinguish between community property stored in the garage, and individual storage.
(3) do we feel is this a priority, maybe there are only one or two people who are really interested
Let's get the bond back first.
One big thing at a time, 3 years ago someone blocked, then some people tried to pick it up.
It is part of the original design, very significant slabs, we probably spent $50,000 already to support those storage sheds.
That is why it was a priority 2 years ago. Someone has to be a project manager.
Garage is close to be able to fit in a car.
Maybe having a large garage sale to get people's personal stuff out of there would make it usable.
wouldn't like to see storage units there, seeing who is coming and going is really nice. Feel safe when getting out of the car and know that people can see me.
Always a puddle on the concrete. I definitely wouldn't like to see a storage unit there, but won't block it.
people are not really committed to the original plan.
Is anybody interested in being on that committee?
Really interested in seeing BLAST get done. Afterwards might be iinterested.
There is some interest in storage from management committee.
Laraine is interested.
Idea of having annual goals is a good one.
Next ACM having a community brainstorm of our priorities. get a committee then.
Honor transition Helen is going through.
Work Support: Need someone to represent Jan/July work team, have been this requesting since August. If somebody wants to switch from another team to represent Jan/July that would work too. Working on a simple sign-up worksheet to make jobs easier. If someone thought of a job that is important and usually left out, please tell a work support rep. Work Support Committee: Amy, Lynne, Hugh, Judy and Jean
Fixed garage door & workshop roof, got bids on workshop gutters.
Colleen Shino's unit is for sale. Asking $154K.
The Crown inspection went well.

Annual meeting is Wednesday January 22, 7-9 p.m. Three management membesr to be elected, budget review, values statement ratification. Management duties include crown and financial understudies, to learn those roles. James Evans is new Utah Legislature rep for our area. The city is putting together a police action review committee, ACLU looking at resumes for it.
Facility use fee and checklist for gatherings not primarily Wasatch Commons participants. 3rd draft, presented by Gwen. This doesn't apply to overnight guests who are just using the guestroom and bathroom. Whose budget does this fee pay into? WCCA pays for utilities, Dining pays for most other things. Dining doesn't receive a budget from WCCA. All groups use utilities whether use kitchen supplies or not, fair to charge all. Fee goes to WCCA, dining may request a budget. Consensed.
Storage bin: Incense in common buildings.
Values Statement, new draft presented by Heather. Order of sections changed, item on family added in Creating Community. List under "diversity" can be taken out. Work Support Committee was left out again? I apologize Kay, seems like Work Support Committee is the most frustrating committee I've been on so far. We just need someone to come forward to represent Jan/July work team, we have been requesting this since August. Also, if there is somebody that wants to switch from another team to represent Jan/July that would work too. We are working on a simple sign up work sheet to make jobs easier, if someone thought of a job that is important and usually left out please tell a work support rep.? Work Support Committee: Amy, Lynne, Hugh, Judy and Jean
Probably that report had been given before I started taking minutes. Could you remind me what was said? (and anything else that may have been left out.) Then I can amend the minutes.
Thanks, Kay

Hi, Amy, Sometime the jobs outside the common house get forgotten.
Landscape maintenance beyond mowing needs to become a recognized community chore soon, instead of being "voluntary" and therefore neglected.
Thanks, Kay

Kay, her name is Jeanette Gonzales. By the way, as Naomi writes, she is now 1st Vice Chair of the Glendale Community Council. Erin Wilson is Chair, Jesse ___ (he did not attend the ACM) is 2nd Vice Chair, and Terry Ingersoll is Secretary. Heather -----

I got Erin Wilson and Terry Ingersoll, but not the third lady -- I think her last name was Gonzales. Does anyone know what her first name is? I've got the minutes typed, except for that.

This Sat St Patrick's day birthday celebrtation/potluck
Next community council meeting March 19, 7-9, Mike P. encourages everybody to come. Hugh was at last meeting: they were discussing comments back to the city about site master plan, Presentation on main street land swap and deliberations what to do with Sorensen Center. It will be an enlarged more useful community factor. We should think about how to add services to Sorensen Center. They are probably going to change location of community council meeting to Sorensen center.
There is a discussion of the zoning variance for the railroad line across the canal on Mondasy night 5:30 in room 126 in City/County building. Mike is going there. You won't be able to speak there.
Dress up and turn on TV for Academy Award, watch the movies!
Joanne: how is the laundry room going? I am not using it; are things working there alright now?
Dishwasher/soap: we are talking to someone who would just replace our system with theirs. De-liming the interior of the dishwasher needs to be done on a much more regular asis.
Mike W: Maintenance day will be in the future on a Sunday instead of Saturday, since Vicky is working now on Sat.
When are we going to start again with Landscaping/BLAST?
Check whether your water spigots are properly sealed, if there is a spigot with an opening around it so that water can get back into the wall, tell maintenance.
Management committee meeting now 1st and 2nd Wed per month. Hugh is president, Linda is treasurer, naomi is secretary.
Discussed finances, setting up procedures for that. Change the meeting time, CROWN flooring is complete except for repairs.
Issue about how late fees have been applied. Some members are in arrears. Concern of having to deal with money issue. What shall we do? print individual statements, Notice up on the white board. post a sheet on the 10th who has and hasn't paid. reminder card into mailboxes, so that people are reminded.
Meeting Sunday 16th at 5 pm. haven't had one for a while, need one.
March 26, clearing meeting. If there are specific things to be dicussed talk to Joanne, Mike, or Hugh about it.
Process is re-arranging its schedule. Retreat in fall at outside location.
Role of keeper of the heart: if someone steps out of bounds, if someone attacks a person instead of debating disagreements.
Shall we institute a Values call if someone feels the community's values are violated?
Making singns for Utah and Cheyenne, Mary has letters.
Mike Wason could make roller bases for planters to be used as barriers to keep those crazy drivers out.
Kay has been trying to print out any emails that have relevance for those who don't receive the emails. There is a clipboard for those.
Amended version in which all concerns are addressed.
How is the selection of the 3 committee members to be implementec, in which the crown residents have a voice? The crown residents can figure that out themselves.
How do we create this committee?
Hugh: It goes without saying that Crown members have a voice in committee member selection. We should be more specific.
Vaughn: Don't delay this, next round of reports due in April. Trust that the people working on it whouuld work on the details.
Steve: liaison with management, can the management commikttee together with the CROWN people create the committee? Reasonable term (1 year) with overlap.
Laraine: Work it out now, then make addenum to this proposal with the details, for future reference.
Someone proposed: Individaul crown members will have veto power over committee member selection, terms: 1 year expected term.
Someone else: instead of veto make it such that Crown would have to approve the person.
Linda: 3 community members from among the home owners, to be selected by the CROWN members among those who are willing. This is the amendment which was approved.
Some question why the proposal wants to Rotate a new preson every year. Why do you want to rotate people through?
Consensed all thumbs up.
Agenda had discussion of exemption from work obligations on work teams in order to do larger pieces of work. We decided not to discuss this in favor of a different topic that came up in the meantime: whether the community wants to speak with one voice to political matters.
Heather: for the most part people are against the war. During Union Pacific issue strong view that we as a community should not speak as a political force. But the war is not so much a political as a moral question.
Laraine: one of our values is diversity, Becoming a political identity sets a precedent against diversity.
Mike P. There are lots of other organizations to get involved in. I feel uncomfortable being lumped into a one-voice thing
Letters to city about Iverson is a different matter. This would take away from democracy.
Mary: We could say: the following members of the community support or oppose this or this issue. It is great to go down the path to see people putting variuous election signs up.
Steve S: What comes to mind: advertisings in the news which says: film directors, maybe if we first identify ourselves as a group and then identify those members who have a specific view.
Kay: Using the commuity name politically turns us into an advocacy organization. If we have 26 signs lining Utah Street saying: I live at Wasatch Commons and I am against the war, this is more effective than one sign.
George: We are already an advocacy group. The war may impact the survival of our species, If we were really unamimous, this would be an important statement to make. Would need secret ballot method of checking.
Heather: More interested in having a space to talk about it, If it happens: how can we work together. It is already impacting kids here in Utah.
Mike P.: Lots of articles about Wasatch Commons out there with glaring mistakes. Even if we are unanimous, if someone is interviewed and says something about the Gulf war, I may not agree with his or her formulations.
Laraine: Maybe we can do research how we can have an impact.
Joanne: Some people may not want to say how they stand, maybe because of the job they are in, etc.
Linda: I am passionately against the war. We need to be an advocacy group for the things that brought us here. Above all it has to be safe to live here. People that choose can work together as a political action group.
Helen: Responding to everyone's sense of frustration Do we need to pay attention to practical issues, survival stuff. What if something happens if we cannot get groceries or water.
Item of discussion for clearing, will include survival issues.
Make it crazy, wildest idea you everh heard of, throw it into the pot. Time has passed, maybe our priorities have chenged. What is meaningful right now.
[ideas grouped into subjects by Kay 9/27/2018]
[prompt by facilitator]
Linda: How do we make the decision what our priorities are for this year?
Mike P: everybody gets 3 stickers and mark the items high on their list.
Jen: Vacuum and can crusher should be combined.
Process could categorize them, then present a clean list for this voting.
Give process committee time to work them.
Myste: Survey format so that those who are not here can have input.
Vaughn: We have process committee tomorrow now, post this now and add to it.
Special email sent by Hans.
